One of my friends had discontinued Bsc in 2014 , can he continue doing it or what is the alternative to get a degree for Govt Jobs ?

As your friend discontinued his studies in 2014, now in 2019 it wouldn't be possible to start from where he left, rather, he can take new admission and start studying for his graduation from the very beginning.
To be honest, the best option would be to start all over again as in the last 5 years the syllabus has changed as well the scoring system has changed in a lot of universities. Being able to present yourself in the market with updated knowledge would be the best case scenario.
Also, for all government jobs, the minimum qualification required is graduation. Before comepleting graduation, one can't get any government job.
For some government jobs like Banking and Railways one has to crack entrance examinations and to be eligible to write those examinations one needs a graduation degree in any discipline from any recognized university.
Hence, it would be best to complete your graduation first.
If you are so keen onto doing jobs, then you can work part time during your graduation studies. You can work at call centres/BPOs, or you can give home tuitions, you can do jobs that are home based. And, once you complete your graduation you can decide your concrete career path.
