Please clarify me whether AIQ 15%quota means - Every state will get 15% only or there is limit for such a restriction

Dear Aspirant
All India quota is 15percent of the medical college seat in state where a candidate is not domiciled but it is not for Jammu and Kashmir where there is no AIQ seats
