Dear Aspirant,
After all the 7 rounds are over, there are still some seats left in the colleges unoccupied. To fill those seats JOSAA conduct a special round. Chances of conducting a special rounds are fair but the seats available in this round may not interest you.
To apply, you can go to the site and apply for the same.
