First check whether the application deadline has passed and whether the portal is currently active. Try using a different browser, clearing the browser cache, switching between Wi-Fi/mobile data and using a desktop if possible. If the portal is officially closed, you normally cannot submit a new application until the authority reopens it or provides another facility. Keep screenshots of any technical error.
