Respected sir, I have passed LLB in the year 1998. Since I was working in Govt. of Pondicherry I could not enroll as a lawyer in the BCI.

Great that you have posted in a question with a doubt regarding AIBE. The answer to this question will not only help you but others too who may have similar doubts.
Coming straightaway to your question. Since you are an LLB graduate of 1998, you need not appear for All India Bar Exam as only your State Bar Council Enrollment do.
The clear reason for this is the AIBE Rules and Regulations framed by Bar Council of India, according to which the LLB graduates prior to the year 2009-10, need not qualify AIBE for obtaining 'Certificate of Practice' for practising in Indian Courts of Law.
