Yes you can absolutely apply for GATE even with backlogs just make sure to clear your backlogs before leaving college. This is as per the GATE Eligibilty criteria 2019. Well, it also depends since you haven't mentioned your backlogs were in which semester. So it depends on the semester also because you shoulddn't have backlogs in the 7th Sem which may be cleared after you leaving the college.
