Hello,

I think you meant plate girder and flange angles.

So the rivets connecting flange angles to cover plates in a plate girder are subject to-Horizontal shear only.

This is because in plate girders are designed in such a way that they resist shear force.this stress produce vertical and horizontal shears and hence flange is connected by rivets in web formation,hence rivets are designed for horizontal shear.
