No, You don't get the title of Dr. after completing B.sc optometry of 3 years.
B.Sc Optometry is a full-time undergraduate Optometric course of 3 years which is divided into six semester of study.
Optometry is a health care profession which is concerned with the health of the eyes and related structures.
B.Sc. (Optometry) degree course includes the study of the examination, diagnosis, and treatment of eyes, especially related to visual, optical symptoms, refractive errors and their correction, using lenses and other optical aids.
The basic eligibility for BSc Optometry course is a candidate who should have passed 10+2 or equivalent examination in Science stream.

If we talk legally then you can't use Dr. As your title as you are one of technician of optometric devices and you haven't also studied much about disease and medicine. It's same as nurse in medical field but as if you complete your further study upto PhD you can use Dr. Title.
Optometrist can be called with Prefix Optom.
Dr. Title is for only those who comes under Medical council of India.. Optometrist are independent practitioners and are trying to regulate the practice. Optometry Council of India and Indian Optometric Association are working to get optometry regulated through government so that better health standards can be maintained.
