Should I pay fee again at 2nd round If I got another college in 2nd round and If I already paid fee at 1st round for one college ?

No, you don't have to pay if the college you got in first round is better, obviously but if you already paid the fees for the college you got in the first round, that just means that you booked a seat for the respective course in that college. But in case you want the college you opted for in the second round, you can ask for a refund of that money and then pay for the second round seat.
