Should I take part in counselling round 3 neet as I have only scored 349 in neet 2019 , general category from bihar?

If you want then you can participate in mop up round, but frankly speaking with just 349 marks a general student like you cannot fetch a seat in medical colleges, so there's no point in participating.
I suggest you to prepare again for neet and clear it next year with flying colours and fulfil your dream of becoming a doctor.
