Josaa will consider your choice filling in counselling.suppose that your first choice is IIT then after your choice is NIT and your cutoff rank is not sufficient in 1st round for IIT then they will consider your JEE MAIN rank until your advance rank is not sufficient for your desire IIT .If your rank is sufficient in 4th round for IIT and they will consider JEE advance rank in 4th round.

For admission in NITs or IIITs or GFTIs , jee mains rank will be taken into consideration and for admission in IITs, jee advanced rank will be taken into consideration for every round of JOSAA counselling.
