Yes, the candidate can participate in Mop Up round after fresh registration. But note that the candidate will have to forfeit the security amount if they surrender their allotted seats in Round 2.

If you hav participated in previous rounds of counselling and you were not alloted a seat only then you are allowed to participate in mop up round but as far as your concern is , so if you have registered earlier in any round of counseling then there is no need to register for the mop up counseling again.
