Greetings!
National Testing Agency (NTA) has released the eligibility criteria of JEE Main 2020 on September 3 in the official brochure. To be eligible Candidate should have passed class 12 or qualifying the exam in 2018 or 2019 or should be appearingfor it in 2020. Also there is no age limit. So even though, you are in 2nd year of your degree exam , if you have passed your10+2 or equivalent exam in 2019 or 2018 then you are eligible for JEE otherwise you ard not eligible.
