Dear Vipul,
State quota requires the proof of your state domicile. And as you have mentioned about your valid HP domicile certificate, so you can definitely apply for 85% state domicile quota for HP. You can however, also apply for AIQ counseling by registering yourself.

Dear Vipul, once you have selected a particular State in the State Domicile during filling the application form, you have a correction window to make the necessary changes. Once you are past that window, you cannot make any changes to your State domicile. You will have to go with Delhi as the State that you hold the domicile of. Now you cannot apply through HP State Quota. You have to apply through 15% All India Quota.
