You can appear in JEE Mains no matter what your score is. But for admission in IITs,NITsand IIITs you must have 75% in 12th for General and OBC or must be in Top 20 percentile of your respective board. So please check if your score comes under top 20 percentile then yes you are eligible for IITs NITs as well. But there are many government college which less eligiblity criteria.

He/She should have passed class 12 or qualifying exam in 2019 or 2020.
He/She appearing in class 12 or equivalent qualifying exam in 2020 can also apply for JEE Main.

Age Limit
There is no age limit. However, the He/She have to pass 10+2 or equivalent exam in 2019 or 2020.
He/She appearing for 10+2 or equivalent exam in 2020 are also eligible to apply.

Number of attempts
JEE Main candidates can participate in the entrance exam for 3 consecutive years. The exam will be conducted twice a year, they may appear in both the attempts. The attempt for an academic year will be considered as One.

Subject/subjects combination
It is necessary to have taken five subjects in class 12 or equivalent qualifying exam
The five subjects for B.Tech/ B.E are,
Language
Physics
Mathematics
Any one of (Chemistry, Biology, Biotechnology, Technical Vocational Subject), 5-Any other subjects
The five subjects for B.Arch/ B.Planning are,
Language
Physics
Mathematics (compulsory)
Any one of (Chemistry, Biology, Biotechnology, Technical Vocational Subject), 5-Any other subjects
