Hi,
You can apply for Karnataka medical counselling of second round if you have the domicile of karnataka.
And if you are a student of andhra pradesh then you can have a domicile in your state only.
Otherwise if you have some property or home in karnataka then you can have a domicile of karnataka.
You have to apply on the official site of the karnataka medical counselling.
