Sir I am taking admission for bhms in NIH Kolkata .and preparing for Mbbs 2019 if I quit bhms in between will there be any penalty

Each institute has different criteria & formalities if you want to leave the seat in between of the course completion so you need to contact your college officials, only then can help you better.
