Hello, to appear for SBI Clerk 2019 exam, a candidate must be between 20 to 28 years as on April 1, 2019. Since you were born in December 1990, you have exceeded the age criteria of being 28 years on April 1, 2019, you are not eligible to appear in the SBI Clerk exam. However, if you belong to any of the reserved categories, you still have the chance to appear. The authority has provided age relaxation to the reserved category candidates:
OBC - 3 years
SC/ST - 5 years

No, you cannot apply for SBI Clerk recruitment if you do not come under age relaxation category because the age limit for general candidate is that they should not be below 20 years and not above 28 years as on 01.04.2019, i.e candidates must have been born not earlier than 02.04.1991 and not later than 01.04.1999 (both days inclusive).
