Hello dear student,
No matter if you have failed class 12 but there is no need to worry, again you can appear in class 12 boards but try to get marks really good and really good percentage. I hope you are aware of the eligibility criteria to give neet for general category student is 50% aggregate for physics chemistry and biology while it is 40% for student of reserved category that is SC or St. So prepare well go to NCERT as many times as you can try to solve previous year question paper and try to solve MCQs of various topics that will help to get marks in NEET 2020. While consistent preparation will help you to gain marks both in boards and neet. I hope this was helpful to you.
Best wishes and thank you

I am a student myself , but I think you'll be eligible for NEET so long as you have got 50+% in your 12th exams.
Score above 50 percent in your exams and you'll be able to register for NEET.
All the best!! :)
