The TSICET website looks fine to me and the link https://icet.tsche.ac.in/TSICET/TSICET_HomePage.aspx works well. I think you can surely register on the website. It is working.
Right now there seems to be no option available for new registrations. There are options for question papers, rank card,mock tests, etc. You can register for the examination next year.
