sir i got 530 mark, i know govt. college is not possible, sir can i get private low budget college

As you mentioned your marks as 530 ..... but you didn't mention in which  exam you got  this  marks ...and also about the course you want to opt .........
And also you didn't mention  in which state or city you want to get admission....so mention your details clearly ..so i can help you more..

You can find alot   private  College or, Universities  with low fees but may it's hard to find a private college with low fee + excellence in education systems ..... it's really hard to find both at the same time ...
so there are some colleges which provide you alot of schoolarship on the basis. Of your 10 results ,12th results,certificate ,sport schoolarship...and many other.. like lovely professional university Jalandhar and other colleges..
There are other colleges with low fee .and best study system .but these colleges want your jee main rank ,other entrance exam(WBJEE)..

• College of engineering
• Aligarh Muslim university
