You can attend but you surely are not going to get anything so it's better to search for other colleges.

YES.
You can attend the JoSAA Counselling rounds but by previous year Cutoff's and Trends, you won't get any allotment in the first 7 rounds. You may get an allotment in the last special CSAB ROUND.
