Sir, i got jee mains % 81.95 . I am sc,AP. My category rank is 10,983. I did not get any seat in till round 4.can i expect seat in round 7

Yes as you are under sc category you might get seat in any nit or iiit or GFTIs as you had made a choice in josaa councelling till 7th round but it will depend on a very important aspect that what choices had you made during choice filling if you had taken top nits or iiits with core branches then for sure you wont get any seat in any nit but if you had made right choice then you can get seats into any of the college participating under josaa till 7th round or either you can get seat in special rounds.
