Sorry to say but No you won't get any central government engineering colleges like IITs, NITs or IIITs.
Because your ranking is very low but if you want to get state government college you can give state engineering entrance exam like UPTU for UP, BCECE for Bihar etc.
or go for private colleges but be sure that the private college if good enough in placements also. Private like BITs pilani, VIT, DU etc. Have their own entrance exam so you may apply for it also but the fees is quite high.

You can definitely try for other private colleges which are also good.

You can try for madhya Pradesh colleges they give admission according to your JEE mains marks as you are from jammu you may get cause one student of my batch is from jammu and he is from civil branch so apply for it online for councilling and I hope you may get it.
