Well, if you have been alloted a college in your state through the State Quota Counselling, then I guess most of the students would prefer to join that.
Now that you have applied in AIQ too in Round 2, there would be a chance that you are alloted a college through AIQ.
Although you can pretty easily reject the college of AIQ by simply not reporting for admission, you must remember that doing so, you would not get your Security Money deposited as refund.
That would be at a loss.
Apart from that, you're free to join the State College.

You are alloted a seat in both the counsellings and you have the choice of accepting it or rejecting it.
State quota counselling is conducted concerned state authority and all India quota counselling is conducted by mcc. Both counsellings are conducted by different authorities.
So you can go for the college you want to have.

Yes, you can cancel the seat you got from AIQ and go for the college in your city. Both counsellings are conducted by different authorities and it is completely your choice to choose college allotted to you from either of them.
