Sir , I have secured 838 rank in cee , would I be able to get civil engineering branch in AEC or JEC as I belongs to obc-ncl category....

You have secured 838 rank in CEE Assam 2019 which is good but not good enough to secure your seat in AEC(specially in branches like Mech)
But you might get civil branch in AEC but your chances are not much higher.
But definitely you will get any branch you like whether civil, mech.cse... in JEC.
So it's a bit for you to get civil branch in AEC since your chances are very low.
But, of course you will get it in JEC
