Yes, category ranking does help in securing a seat. If you are eligible for reservation in any category, Category Rank is of utmost importance to you. Because then, you will get preference according to the numbers of vacant seats in your category. Category Rank is vital only for reserved candidates. However, with deep regrets, I would like to tell you that based on your rank and profile, it is highly unlikely that you will get a seat in government college for MBBS as even for OBC category, the closing rank is generally around 8000-10000.
