In order to apply for government medical colleges in Goa under state quota you should have a domicile of Goa which you you don't have as you belong to Haryana as per your statement ,you can apply for government medical college in Goa only under all India quota but you won't get a seat as your marks are too low for that ,. You can apply for government medical colleges in Haryana under  state quota as that is your home town and talking about your possibilities in government college I would like to tell you that last year least marks to secure a seat was  486 marks from general category in Pt Bhagwat Dayal Sharma Post Graduate Institute of Medical Sciences, Rohtak, 494 marks from BCA category and 514 marks from BC-B category in Shaheed Hasan Khan Mewati Government Medical College, Nalhar and 409 marks from SC category in BPS Government Medical College for Women, Sonepat under state quota  so you won't gr a college under state quota as well but you can apply for deemed colleges to be on safer side. Remember cutoff varies every year depending on number of students appearing in exam, difficulty level of exam, students scoring more than you and your category
