sir, i m preparing for jee exams and i have disability certificate with 40% disability but my certificate validity was upto 2019 plz tell me is it valid for jee or not?

You would need a valid disability certificate to prove that you belong to pwd. Since the validity of the certificate has expired hence you cannot submit that in jee. You need to issue a new certificate as soon as possible, because the certificate that you have is not valid currently.
