Sir I paid the amount in the mrng but payment unsuccessful as my counselling is on 16 mrng I paid the amount again will that amount refund?

I have paid the amount for APICET counselling but the transaction was failed and the amount was debited.I have to attend the certificate verification on 16 Aug,so I paid the counselling fee again.will the amount which I paid earlier will refund to me??
