As you have appeared for your class 12 boards in the year 2018-19, you can appear for JEE Mains 2021. But you wont be able to appear for JEE Advanced 2021. Also, even if you qualify for JEE Mains, you won't be able to get admission I to NITs IIITs and GFTIs as you must have secured 75% (65% for ST/SC/OBC) minimum in your class 12 boards. As you have less than that, so you won't be able the get admission.
You will only be able to get admission into some private engineering colleges which consider JEE mains score for admission.

To qualify for JEE Mains, there is no minimum aggregate criteria. But if you want to join NITs, IIITs or CFTIs then you should score a minimum aggregate of 75% only in your 12th. 11th marks aren't considered. And then to appear for JEE Advanced which is the gateway for admission to IITs, you will need to fulfill the 75% aggregate condition. Now it is 75% for General Category and 65% for Reserved Categories. So how much you score in 12th is what matters to secure your eligibility for NITs, IIITs, CFTIs and JEE Advanced. But now due to Corona Pandemic the IITs and NITs have waived off the 75% aggregate criteria. So you can appear for JEE Mains irrespective of your aggregate in 12th.
