You have not mentioned about your state quota or All India quota.
2018 North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences,Shillong cut off:
Assam-465
Tripura-462
Arunachal Pradesh-466
Manipur-458
So according to last year's cut off sorry you have No chances to get admission in NEIAH.
