Dear Aspirant,
LLB College ownership isn't a criteria to decide college reputation or Ranking. All the Government colleges are funded by the respective state government whereas private colleges on the other hand do not receive any funds from governments so they collect a bit higher fees from students.
I would recommend you to look at the college infrastructure and faculty rather than its ownership.
