Since you hold up domicile, you can apply for colleges in Delhi or Mumbai only in all India quota. See, last year, the closing rank for Seth G. S. College Mumbai was 339.
Topiwala medical college had a closing rank of 2,100.
Grant medical college and JJ hospital had a closing rank of around 1,200.
For Delhi -
The final closing rank was for Dr. B. S. A. Medical college, Delhi and the rank was around 1,900.
So, comparing the statistics, you have no chances of getting a seat in colleges of Delhi or Mumbai.
