No, other state candidates are not considered eligible for admission to Government colleges through MHT CET. At the government institutes which participate in MHT CET, 100% seats are offered to candidates who belong to the state of Maharashtra only. But if your parents are in anyway domiciled in Maharashtra or are Government of India or PSU employees posted/joined in the state of Maharashtra before the last date of application form, then you are eligible for Goevernment colleges in Maharashtra and Pune. In this case, however, you have to provide the docicile certificate.
However, if you are from other states and want admission in 15% reserved seats in private unaided colleges/institutions of Maharashtra state, then you can apply based on you JEE Main score. But to apply for admission in these 15% seats in private unaided colleges/institutions in Maharashtra, you have to take JEE Main.
