I am sorry to say but through AIQ, it seems quite bleak that the Counselling procedure would even extend till 22k AIR. Even if we consider the data of last year, the closing rank through AIQ was near at 17k. A leap of 5k won't be entertained I guess.
Why don't you try out for State Quota Counselling friend, the chances to clear through that aspect seems to be much more probable since the state reserves 85% of it's seat for the Local Students having the domicile.
