Sir my democile is not complete. Officer are on strike. There is any way which I can take admn.

If you don't have your domicile certificate then also you can apply but you will not be eligible for the particular state quota seats. You can apply in generally to all over.
The only alternative I can think is you can request the officers to issue you a letter that the strike is going on and that's why your certificate is not completed. You can try to talk to the college authorities.
This thing depends on the college rules. I hope things get sort out for you.
