Yes. Definitely you can. You have to be 17 years old on or before 31st of December of the the year you're taking admission.

I'm giving you these sentences from the NTQ NEET-UG Information Bulletin this year.
"He/She has completed age of 17 years at the time of admission or will complete that age on or before 31st December of the year of his/her admission to the 1st year MBBS/BDS course"
