Dear Shakeela,
Firstly, English wont be a criterion for writing NEET.
According to cbse the following are the mean score percentage in physics, chemistry and biology(CBSE boards) for eligibility of appearing in NEET:
1) 50% for General category
2) 40% for SC/ST/OBC
3) 45% for General PH
4) 40% for SC/ST/OBC PH
In your case the percentage happens to be 50.33%.
So your friend will be allowed to write NEET.

Dear Shakeela, you haven't mentioned your friend's category. For General Category students, the minimum eligibility criteria to apply for NEET is that hey should have scored a minimum aggregate of 50% in 10+2 with Physics, Chemistry, Biology/Biotechnology as their core subjects. For Reserved Categories it is 45% and for PWD category it is 40%. This minimum agregate is only in PCB subjects. So if this score is out of 100, your friend has a minimum aggregate of 50% which qualifies her for NEET irrespective of her category. Hope this helps.
