It more of depends on the Category you belong to. Government Medical Colleges fill their seats through both All India Counselling and State Counselling. Under All India Quota, All the 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC, AIIMS and JIPMER are filled by DGHS. The 85% State Quota and Private Colleges are filled by the respective State Authorities. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. Compared to 2019, the NEET 2020 cut offs have changed considerably higher than expected. With the top score being 720 which is 19 marks greater than 2019's top score, even Candidates who scored more than 550 couldnt secure a seat in Government Medical Colleges. So if you enquire about Rank, it should be less than 10,000 for General/EWS Categories and less than 40,000 for Reserved Categories. This is based on the present Counselling trends and might change by next year.
