So, to answer your question, both government and private colleges participate in spot counseling, for a matter of fact every college can participate in spot counseling because it totally depends of vacant seats. If a college has some or enough vacant seats, then they can definitely be a part of spot counseling, this totally depends on the college.
Now coming to your rank, it's not too good or not even too bad, so you have some chances of getting good colleges in spot counseling. Now again it's hard to predict because you cannot predict if there will be vacant seats in the government colleges. But yes, if there are some vacant seats in government colleges , and your rank is better than others in the spot counseling, then definitely you can get a seat in that college.
