Hello dear,
Since you have mentioned that you are inter 1st year student then you got lot of time to become IAS. the minimum educational qualification required is UG. That means you cannot directly become IAS after Intermediate. You need to complete your UG and then apply for CSE exam conducted by the UPSC.
Though you cannot apply now, you can start preparing at this age by improving your general knowledge, knowledge on current affairs and reading newspapers daily.
