Sir why Assam state is withheld any idea about it

Hello,
Assam MBBS Counselling authority has put the first seat allotment list on hold until further notice. The authorities had released the first round seat allotment for Assam MBBS 2019 counselling on July 9. The reasons for withholding the seat allotment list has not been clarified by the office of the DME, Assam in the official notification. The candidates will be further notified whether the hold will be removed or a fresh list of seat allotment for round 1 will be published
