Sir,can I get seat in nit if the rank of mine is below than the rank of opening and closing rank.My rank in sc pwd category is 70 and Nit, rourkela have cutoff of opening and closing rank is 89-89.Than can I get the seat.

Allotment of colleges depends on candidate's rank, preferences of choices and the cutoff rank provided by the institute.
If the closing rank covers your rank, you can easily get that branch in a certain college. Suppose your rank is 15688 and the closing rank is 16000 of any particular branch, then you have chance to get into that branch.
No need to worry about opening and closing ranks, you will be allotted a college if you become eligible for that.
