Dear Sir / Ma'm, all the candidates who qualify the NEET with the qualifying percentile which is 50th percentile of unreserved and 40th percentile for reserved can participate in the All India Counselling. So, yes you can participate but it would be comparatively easier for you to get a seat in the state counselling of your domiciliary state since the All India cut-offs are generally very high (around 550).
