Hi Anna at 399 marks if you are from general category then it is very difficult to say that you could get any government college seat at an affordable price in any state. Still please mention your category and your state so that I will be able to help you better.

I'm from general category and I want college in up or haryana or Delhi or Rajasthan or punjab ...aren't any affordable private colleges possible at these marks like for eg jamia hamdard in Delhi and etc....

For general category, I am sorry but cutoffs are very high in all India quota for Delhi, Rajasthan and haryana. Private colleges government seats will not be available for this score. You ll have to apply for private seats which are costly and depends from Institute to Institute.
And what about state quota for Delhi (85%) in that how much is the cut off, approximately?
