sir,what rank can be considered to be in safe zone to get an admission in govt.medical college...i belong to general category

As per your query ,its difficult to say about a particular rank range being safe  as it depends on your quota category and domicile state.
But for AIQ ,as per previous year cutoff i can tell you safe rank ranges-
For general- 12000 to 13000
For OBC - 12000 to 14000
For SC - 28000 to 35000
For ST-86000 to 90000
