Suppose a college is showing its opening and closing rank is 10,000 - 15,000. And someone's rank is 5,000. So can he / she get admission?

Yes you may get the admission in the college but it says that you are over qualified for this college it means that some other college is waiting for you which is more standard than this college and more demanded. Opening rank just says that the smallest rank of the students that are studying there,. I hope this helps.
