What is opening rank and closing rank about mechanical engineering which I got opening 163 and closing 1222?

If we talk about the Mechanical Engineering department's cut-off in Indian Institute of Technology, Madras, then the cut-offs in past few years are as follows:

2021: 757 (Opening Rank), 2323 (Closing Rank)
2020: 964 (Opening Rank), 2314 (Closing Rank)
2019: 741 (Opening Rank), 2032 (Closing Rank)

Opening rank is the higher rank and closing rank is the lower rank. If you score the rank in between, then you will be eligible to apply for admission to IIT Madras in mechanical engineering.
