Suppose I don't get a good rank in JEE Main, but I still want to get admitted into a govt. college, which college should I prefer?

First of all, preparation is in your hands. So try and prepare for JEE wholeheartedly. God forbid, you don't get a good rank, you have plenty of options.

Give the entrance examination conducted by your state board. There are many government colleges, funded by the state government which provide students with good academic facilities. For example, if you are a student in Gujarat, take the GUJCET and if you score good, then you can be admitted into government colleges like GEC Gnadhinagar, Valsad etc.

You haven't mentioned your state, therefore we cannot say about the best possible option for you, but go through the above described process.
